528 killed, 53,108 injured

Three people died on the roads an hour, says Sudarat
More than 53,000 people were injured and 528 killed during Songkran, Public Health Minister Sudarat Keyuraphan said yesterday.

The Public Health Ministry's Narenthorn Communication and Emergency Medical Service Centre arrived at the figures by adding up the number of people to receive medical treatment between April 11 and 15 at 811 public hospitals across the country.

During Songkran 53,108 people were injured and another 528 were killed, mostly in road accidents.

Sudarat said 26,864 people, or 51 per cent, were victims of road accidents, while 367 of the dead, or 70 per cent, had been killed in car crashes.

On average, every hour three people were killed in road accidents during the Songkran festival and 279 injured, Sudarat said.

Yesterday holidaymakers began making their return journeys. Traffic was fairly heavy on all inbound roads to the Bangkok greater metropolitan area.

Highway Police are on the alert to facilitate the traffic flow. Maj-General Somkid Bunthanom, commander of the Highway Police, said additional officers had been mobilised to monitor major intersections on interprovincial highways. Free drinking water and refreshments would be provided for commuters at all Highway Police booths, he said.

In an effort to reduce alcohol-related accidents his division will carry out roadside checks along major roads to test driver alcohol levels, he added.

Somkid added that many accidents during Songkran involved vehicles with defective parts and speeding drivers. He warned all motorists to check their vehicles thoroughly before their return journeys.

The director-general of the Land Transportation Department, Preecha Or-prasert, said the Transport Company Ltd was confident that it had prepared enough buses to accommodate holidaymakers travelling back home, particularly to Bangkok, at the end of the Songkran break.

PM ON ROAD DEATH TOLL: Answers needed - fast

Published on Apr 17, 2003

Prime Minister Thaksin Shinawatra yesterday said he was concerned about the high toll on the roads during this year's Songkran festival, saying agencies should come up with "systematic solutions" to the problem before the next long holiday at the end of the year.

"The government will discuss with agencies the information and statistics involved. Studies will be carried out to determine what is the cause of the problem. We will try to come up with systematic solutions," Thaksin said.

"The government must find solutions and adopt them by the New Year festival."

The premier's statement came after the Public Health Ministry revealed that 570 people were killed in road accidents between Friday and Tuesday, compared to 481 in the same period last year.

The ministry also said a total of 37,166 people were injured in the same period. Bangkok had the highest number of deaths at 36, followed by 30 for Nakhon Ratchasima.

The government had aimed to limit this year's death toll for the five-day holiday to 488, a 20-per-cent reduction on last year's Songkran road fatalities.

Yesterday alone, road accidents killed 85 and injured 5,994.

Thaksin said he thought the government's safe-driving campaign alone was insufficient to curb the death toll during long holidays.

He blamed drunk driving and the high number of new vehicles on the roads as the main causes for this year's high death toll.

Thaksin said one problem was that police only carried out checks on suspected drunk drivers during holidays, adding that tests should be more frequent. He said ignorance of traffic signs and road rules, along with lax enforcement of the law and bad roads, also contributed.

Deputy Prime Minister Chaturon Chaisang - head of the government centre for the prevention of road accidents during Songkran - yesterday admitted that the authorities had failed in the goal of limiting the death toll. He said that most of the accidents had occurred on smaller provincial roads, where there were fewer traffic police.

"The major problem is people failing to abide by road rules - whether drunk driving, which is responsible for 60 per cent of the accidents, or use of crash helmets, which is ignored by 90 per cent of motorcyclists," Chaturon said.

"Driving without a licence is another common problem. Many young people died during the Songkran festival this year and most of them had no licences," he added.

Chaturon said that agencies would propose accident-prevention measures to the Cabinet on April 29.

The measures will be implemented next month if approved by the Cabinet.

Songkran toll falls, 'more can be done'

Published on Apr 19, 2004

Traffic accidents during Thailand's New Year holidays claimed 590 lives and injured 34,448 people, evidence that the government needs to step up its road safety campaigns, a senior official said yesterday.

The death toll from April 9 to 17 fell by 110 from last year's count between April 11 and 16, largely due to police strictly enforcing traffic laws, Chaturon Chaisang, deputy prime minister, said yesterday.

"The government will work continuously to reduce the toll during the festival to the normal daily rate of 38 deaths per day," he said.

During Songkran there were 65 deaths per day on average, he said. Today the government's road safety "war room", led by Chaturon, plans to analyse the figures before reporting them to the Cabinet.

There were five provinces with no record of road deaths during the long holiday: Ranong, Satun, Yala, Phang Nga and Narathiwat. The province with the most deaths was Nakhon Ratchasima, with 35 deaths a day, followed by Bangkok and Khon Kaen, both of which saw 24 traffic deaths per day on average.

Of the nation's 590 deaths, 449 were males, and 24,462 of the 34,448 injured were males.

From April 9 to 17, 450,231 people were arrested for breaking traffic laws; 151,714 for not wearing helmets; and 146,838 for driving without a licence.

Nittaya Chanreung, spokeswoman for the Ministry of Public Health, said more than half of those injured in road accident were treated at more than 700 community hospitals nationwide.

During the festival, 20,166 accident victims were taken to community hospitals, with Pak Chong Nana Hospital receiving the most - 172. General hospitals took in 5,154 injured. Kamphaeng Phet Hospital treated the most, or 168 people. Private hospitals took in 4,769 people, and Pathumvej Hospital was the private hospital that received the most cases, with 112.While community hospitals, located throughout every district and sub-district of Thailand, took on most of the burden, they are only able to provide basic treatment and aid. They often have to transfer serious cases to general and private hospitals, which have better facilities, Nittaya said.

The ministry therefore wants to improve the quality of the community hospitals' ambulance services to save more lives and reduce the possibility of patients becoming handicapped, she said.
